EDIT BECAUSE OF RATCHET'S PRESSURE:

Reason is that I just don't feel like he would be a nice addition to DVAS.

Just to clear some things:
1. Better give a reason for your vote. It is more professional.
2. Nobody cares whose 'recruit' this is. This isn't a race like "who recruits most people deserves leadership" You shouldn't scream such things out.
3. Before you suggest someone to make an application, make sure he or she played on our servers a little bit so the person can make a picture of us and we'll get a picture of him/her.
4. Avoid messages on applications like: I will hold my vote for now. Imagine everyone posts that xD...

When I were in clans (mainly in Wolf ET) as "recruiter" (there were adminlevels and my level was recruiter or higher) I actually didn't even ask people to join the clan I were in, unless I really liked them/playing with them. That also made my old clan(s) like that everyone knew everyone, it was more like commynity, not just a tag.
The people will also ask if they really want to join the clan.
