Actually, he does. In this case, however, there have been already some no votes with reasons stated so his vote can be considered going on the same basis as the previous votes.

Since when do you have to say a reason? That as far as i can recall has never been something that everybody has agreed upon. I could vote no right now for no given reason just because. You cant hold my vote because i dont give a reason. Thats just not right

In addition, Ryan has mentioned about it a couple of times since people don't seem to remember. Sure, you can vote anything you want for no reason, but I can also forget to count your vote for no reason.
